Executive Summary: Through Ordinance 2021-016, the Town of Davie implemented a recurring annual non-ad valorem assessment for stormwater management services. The Ordinance requires the Town to adopt a Preliminary Rate Resolution and an Annual Rate Resolution each year in order to proceed with the Stormwater Management Services Assessment for the next fiscal year and to utilize the tax bill collection method.  The Town Council approved the Preliminary Rate Resolution for Fiscal Year 2027 (FY 2027) on July 22, 2026 (R-2026-119).

The proposed Annual Rate Resolution will impose Stormwater Service Assessments for Fiscal Year 2027, establish the rate of assessment, approve the assessment roll, and authorize the tax bill collection method. For Fiscal Year 2027, the proposed stormwater assessment rate is $60.00 per net equivalent stormwater unit (“ESU”). The total estimated assessment for stormwater management services for Fiscal Year 2027 is approximately $2.59 million. Affected properties were notified of the assessment rate and public hearing date via the Truth-in-Millage (TRIM) Notice and a newspaper advertisement.

Stormwater Assessment revenues can only be used to fund stormwater management services, facilities and programs. In Fiscal Year 2027, Stormwater Assessment Funds may be utilized for:
  • Minor drainage repairs
  • Monthly street sweeping of approximately 44 curbed miles in Town
  • Right-of-way spraying twice per month
  • Cleaning of catch basin inlets and manholes
  • Removal of litter from the Town's rights-of-way
  • Maintenance and repair of the Town’s stormwater system
  • Construct flood protection and water quality management projects
  • Replace stormwater infrastructure including culverts, curb inlets, headwalls, and conveyance systems
  • Construct stormwater facilities that will address flooding and water quality issues in the Town.
Key Points:
  • To impose the annual Stormwater Services Assessment, Town Council must conduct a public hearing and adopt an Annual Rate Resolution, which sets the assessment rates, approves the assessment roll, and authorizes the tax bill collection method.
