Title of Agenda Item:SOLID WASTE SERVICE ASSESSMENT - A RESOLUTION OF THE TOWN OF DAVIE, FLORIDA, RELATING TO THE COLLECTION AND DISPOSAL OF SOLID WASTE IN THE TOWN OF DAVIE, FLORIDA; APPROVING CERTAIN RECITALS; PROVIDING AUTHORITY, PURPOSE AND DEFINITIONS; CONFIRMING THE PRELIMINARY RATE RESOLUTION; APPROVING THE ASSESSMENT ROLL; REIMPOSING SOLID WASTE SERVICE ASSESSMENTS AGAINST RESIDENTIAL PROPERTY LOCATED WITHIN THE TOWN OF DAVIE FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2026; PROVIDING FOR COLLECTION; PROVIDING FOR EFFECT; PROVIDING FOR CONFLICTS; PROVIDING SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE.
Executive Summary: Through Ordinance 2005-19, the Town of Davie authorized the imposition of an annual Solid Waste Service Assessment for residential solid waste collection and disposal services, facilities or programs and to use the tax bill collection method for such annual assessment. Pursuant to the Ordinance, the Initial Rate Resolution, and Florida statutes, in order to impose the assessment for Fiscal Year 2027 (FY 2027), the Town must hold a public hearing and adopt an Annual Rate Resolution. The Town Council approved the Preliminary Rate Resolution on July 22, 2026 (R-2026-118).

This Annual Rate Resolution will impose the residential Solid Waste Assessment for Fiscal Year 2027, set the assessment rate, approve the assessment roll, and authorize the tax bill collection method. The necessary solid waste assessment for Fiscal Year 2027 is $347.12 per dwelling unit, a $16.52 increase over the Fiscal Year 2026 rate of $330.60. The increase primarily reflects contractual Consumer Price Index (CPI) adjustments for collection and disposal services, as well as costs associated with the newly implemented, voter-approved Broward County Tax Collector’s Office. The proposed rate for Fiscal Year 2027 also includes a credit of $10.65 per unit related to prior years savings in solid waste collection and disposal costs. This credit equates to approximately $270,000 for Fiscal Year 2027. The Fiscal Year 2026 assessed rate included a credit of $10.00 per unit. The total estimated assessment for residential solid waste collection and disposal services for Fiscal Year 2027 is approximately $8.8 million.

Affected properties were notified of the preliminary assessment rate and public hearing date via the Truth-in-Millage (TRIM) Notice and a newspaper advertisement.
