RFP SELECTION - A RESOLUTION OF THE TOWN OF DAVIE, FLORIDA, QUALIFYING AND AWARDING THE TOP TWO RANKED PROPOSERS IN RESPONSE TO REQUEST FOR PROPOSALS NO. RS-25-56 ELECTRIC VEHICLE (EV) CHARGING STATIONS-FURNISH, INSTALL, OPERATE, & MAINTAIN, WHICH WAS SOLICITED TO QUALIFIED AND EXPERIENCED CONTRACTORS TO FURNISH, INSTALL, OPERATE, AND MAINTAIN NETWORKED ELECTRIC VEHICLE (EV) CHARGING STATIONS AT VARIOUS TOWN-OWNED SITES, AND AUTHORIZING THE TOWN ADMINISTRATOR OR DESIGNEE TO NEGOTIATE A CONTRACT; PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE.

Executive Summary: The Procurement Division issued RFP# RS-25-56 Electric Vehicle (EV) Charging Stations Furnish, Install, Operate & Maintain.
 
Proposers were required to provide their approach, including a price proposal, firm's qualifications, experience, client references and past performance.  

RFP notices were electronically broadcast to 1,705 potential suppliers on OpenGov, as well as advertised in the Sun Sentinel. 
 
On October 28, 2025, the Town took receipt of five (5) proposals: 

1. CityVitae LLC
2. CJ Development Group LLC
3. EVerged LLC
4. Savana LLC DBA Graviti Energy
5. Solar Champs LLC DBA Champs Pro Services

The Procurement Division conducted an administrative review of the firms; no issues arose. The Review Committee convened on January 08, 2026, to evaluate the proposals in accordance with the criteria stated in the RFP document and the Town's policies and procedures. The Committee requested presentations from the top two (2) ranked proposing firms and presentations were scheduled for March 12, 2026. After firm presentations, the Committee reconvened and ranked the firms based on the criteria stated in the RFP document.

The Review Committee's final decision is to commence negotiations, in the following order, in accordance with the Committee’s ranking, until an agreement is negotiated: 1) EVerged and 2) CJ Development Group, LLC.
