· the Biosolids Solutions Working Group created in 2023 consists of Coral Springs Improvement District, Cooper City, Fort Lauderdale, Hollywood, Margate, Miramar, Pembroke Pines, Plantation, Sunrise, and Town of Davie with Broward County Water and Wastewater Services as the leading municipality; and
· the study evaluated options including processing and disposal strategies, technological treatment options, holistic alternatives for sludge treatment, and the feasibility of constructing a regional biosolids management facility that could be under public or private control and ownership; and
· the study found that the best option is to design and build a regional facility to thermally dry the biosolids to meet Class A or AA standards; and
· the Town of Davie wastewater treatment facilities (Systems II & IV) currently produce Class B biosolids hauled to land application sites at an average annual cost of $225,000; and
· concerns with emerging contaminants such as PFAS state and federal regulations are becoming more stringent on biosolid land application limits reducing the number of available land application facilities; and
· the Florida Senate has approved Senate Bills (SB) 290 and 1309
o SB290 bans land application of Class B biosolids and only allow Class AA biosolids to be land applied by July 1, 2028.
o SB1309 limited Class B land application statewide.
· 6,000 wet tons per year of biosolids or 2.2% of the regional tonnage will meet future needs and allow for growth; and
· the Town of Davie’s share of the design cost is 2.2% of $50M or $1.1M to be paid biannually over a 2-year period; and
· the Town of Davie is desirous of entering an interlocal agreement for the design phase of the regional biosolids management facility.
