COMPREHENSIVE PLAN AMENDMENT - AN ORDINANCE OF THE TOWN OF DAVIE, FLORIDA, AMENDING THE TOWN’S WATER SUPPLY FACILITIES WORK PLAN AND THE FOLLOWING ELEMENTS OF THE TOWN’S COMPREHENSIVE PLAN: INFRASTRUCTURE ELEMENT AND CAPITAL IMPROVEMENTS ELEMENT; PROVIDING FOR CONFLICT, PROVIDING FOR SEVERABILITY, AND PROVIDING FOR AN EFFECTIVE DATE. (Approved on first reading March 18, 2026. Councilmember Luis moved to approve the item. Vice Mayor Whitman seconded the motion. In a roll call vote: Councilmember Alfonso - yes; Vice Mayor Whitman - yes; Councilmember Luis - yes; Councilmember Starkey - yes; and Mayor Paul - yes. Motion carried by a majority vote 5/0.) Executive Summary: Over the past decade, the State of Florida has updated its legislation to more closely link growth with water resource availability, based on the specific demands identified through the water supply planning process. Local governments must amend their Comprehensive Plan within 18 months of the adoption of their Regional Water Supply Plan. The South Florida Water Management District (SFWMD) adopted the 2023-24 Lower East Coast Water Supply Plan Update on September 23, 2024. Therefore, local governments within the Lower East Coast Region are required to amend their comprehensive plans and include an updated 10-year Water Supply Facilities Work Plan.

  • Each Water Supply Facilities Work Plan is required to address infrastructure, conservation, capital improvements, and intergovernmental coordination in addition to water supplier coordination.
  • The 10-Year Water Supply Facilities Work Plan - 2025 Update (WSFWP)was prepared by the Town's consultant Carollo in consultation with the Town's Utility Department, Planning and Zoning Division, SFWMD, Seminole Tribe of Florida, Tindall Hammock Irrigation and Soil Conservation District, and the utilities providing water service to the Town (Broward County, Hollywood, Fort Lauderdale, Cooper City and Sunrise).
  • The WSFWP will be adopted by reference into the Infrastructure Element of the Comprehensive Plan.
  • The amendment also includes necessary changes to the Infrastructure Element and Capital Improvements Element that were identified in the WSFWP.
  • Staff is requesting a tabling to the June 3, 2026 Town Council meeting. This is necessary for completion of the Expedited State Review process.
