SOLID WASTE SERVICE ASSESSMENT - A RESOLUTION OF THE TOWN OF DAVIE, FLORIDA, RELATING TO THE COLLECTION AND DISPOSAL OF SOLID WASTE IN THE TOWN OF DAVIE, FLORIDA; REIMPOSING SOLID WASTE SERVICE ASSESSMENTS AGAINST RESIDENTIAL PROPERTY LOCATED WITHIN THE TOWN OF DAVIE, FLORIDA, FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2021; APPROVING THE RATE OF ASSESSMENT; APPROVING THE ASSESSMENT ROLL; AND PROVIDING FOR AN EFFECTIVE DATE.

Executive Summary: 

Through Ordinance 2005-19, the Town of Davie authorized the imposition of an annual Solid Waste Service Assessment for residential solid waste collection and disposal services, facilities and programs. Pursuant to the Ordinance, the Initial Rate Resolution, and Florida statutes, in order to reimpose the assessment for Fiscal Year 2022 (FY 2022) and use the tax bill collection method, the Town must hold a public hearing and adopt an Annual Rate Resolution. The Town Council approved the Preliminary Rate Resolution on July 28, 2021 (R-2021-191)

 

This Annual Rate Resolution will impose the residential Solid Waste Assessment for FY 2022, set the assessment rate, approve the assessment roll, and authorize the tax bill collection method. The necessary solid waste assessment for FY 2022 is $281.22 per dwelling unit with a total estimated assessment of over $7 million. The FY 2022 rate is $49.27 less than the original FY 2021 rate of $330.49 and includes a credit of $22.99 per unit due to savings in the contract pricing of the new solid waste collection contract. A similar credit will also be applied for FY 2023.

 

Affected properties were notified of the preliminary assessment rate and public hearing date via the Truth-in-Millage (TRIM) Notice and a newspaper advertisement.

Additional Comments:Most of the revenue received through the solid waste assessment will be passed through to Coastal Waste and Recycling per the Town’s solid waste collection contract (R-2021-030). The FY 2022 Proposed Budget includes revenue for an estimated $4.17 franchise fee per unit per month. The proposed FY 2022 Budget also includes assessment revenues and expenditures for household hazardous waste (HHW) and bulk drop-off services based on the rates in this resolution.
