FIRE ASSESSMENT - A RESOLUTION OF THE TOWN OF DAVIE, FLORIDA, RELATING TO THE PROVISION OF FIRE PROTECTION SERVICES, FACILITIES AND PROGRAMS IN THE TOWN OF DAVIE, FLORIDA; REIMPOSING FIRE PROTECTION ASSESSMENTS AGAINST ASSESSED PROPERTY LOCATED WITHIN THE TOWN OF DAVIE FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2021; APPROVING THE RATE OF ASSESSMENT; APPROVING THE ASSESSMENT ROLL; AND PROVIDING AN EFFECTIVE DATE.

Executive Summary: 

Through Ordinance 2013-16, as amended by Ordinance 2015-010, the Town Council authorized the imposition of an annual Fire Protection Assessment. The Ordinance requires the Town to adopt a Preliminary Rate Resolution and an Annual Rate Resolution each year in order to proceed with the Fire Protection Assessment for the next fiscal year and utilize the tax bill collection method. The Preliminary Rate Resolution for Fiscal Year 2022 (FY 2022) was approved by Town Council on July 28, 2021 (R-2021-189).

As proposed, the Annual Rate Resolution will impose Fire Protection Assessments for FY 2022, set the assessment rates, approve the assessment roll, and authorize the tax bill collection method. The proposed assessment rates for FY 2022 are the same as those imposed for FY 2021. These rates partially fund Davie’s fire protection services, facilities and programs and will provide $650K toward replacement of a ladder truck. FY 2022 will be the second year of a two-year plan to fund such apparatus. The proposed assessment rates include a residential fire assessment rate of $206 per dwelling unit.

 

Affected properties in all fire class code categories were notified of the assessment rate and public hearing date via the Truth-in-Millage (TRIM) Notice and a newspaper advertisement.

Additional Comments:If the proposed rates are adopted, the FY 2022 Fire Protection Assessment will total approximately $13.6 million. These revenues will cover a portion of the Town’s costs for fire services, facilities and/or programs for FY 2022. The Fire Protection Assessment cost is not attributable to emergency medical services.
